The comic book version of Metallo is more than sufficient to carry the narrative requirements of a half hour adventure show targeted (let's face it) for children. There was no need to change him as they did. The entire dramatic thrust of the character is that he's a two-bit thug who essentially won the lottery in becoming Metallo. Making him into whatever the fuck he was in STAS pissed all over that concept.

And using him would be a chance to actually use Kryptonite in the film with the edition of Lex being fully involved!
